Secrecy by our government is not anything new, and in the case of developing new technology for our military, I agree with the need for secrecy, since we don't want our adversaries knowing what is being developed. It's my personal feeling that UFO information is well known by our government and military, however for more than 60 years they have both been emphatic that they either know nothing about it, or it doesn't exist. Those of us that have done this research of course believe differently. To put it simply, we're being lied to. Such secrecy is not only limited to information the government has or knows about UFOs, but on many other fronts as well.
While doing research, I always regress to two questions I have. Who has given a few the authority to keep certain secrets from the public? And secondly, what has happened to the first three words in the preamble to our Constitution
"We the people"? Secrecy, lies and cover-ups have perpetuated themselves to the point that the general public no longer has any confidence in our elected officials, as shown recently in the public's low approval ratings of those officials.
Again in my opinion, young people in this country need to start asking questions and demanding answers of our leaders. Accepting secrecy and cover-ups is no longer acceptable, but will continue, and probably increase if no one questions them. Secrecy can be good and even justified in some cases, but it can get out of hand and become extremely dangerous if abused.
Much of this secrecy is cloaked from the public and most of our elected officials with catch phrases such as; "National Security", "Research and Development", "Special Projects", and others, some of which are probably "Black Projects". The financial budgets for some of these programs are staggering figures, and in the case of the Central Intelligence Agency, by law, the National Security Act of 1947 made it illegal to ever disclose how much money is spent by the CIA. Guess who is paying for all of this? You and I are.

While doing research for my "Underground Bases and Tunnels" lecture, I discovered another federal agency that is heavily involved in secrecy, which very few Americans, including very few Congressmen are probably aware of.
"FEMA's underground locations are referred to as "Continuity of Government" facilities."
FEMA, the Federal Emergency Management Agency, is not only available to help in times of disaster, but has a much more complex role in protecting our leaders in case of a national emergency, and in obtaining information on you and I. Many of FEMA's underground locations are referred to as "Continuity of Government" facilities. One of those underground locations is Mount Weather, 46 miles from Washington, D.C. near Bluemont, Virginia. This is the operational hub of approximately 100 other Federal Relocation Centers. In the event of a nuclear war, declaration of martial law, or other national emergency, the President, his cabinet and the rest of the Executive branch would be relocated here. Officially Mount Weather and its budget do not exist, and FEMA refuses to answer questions about the facility. As far back as 1975, a Senate subcommittee learned that the facility has information on at least 100,000 Americans, and their computers can access millions of pieces of additional information on the personal lives of other American citizens. Mount Weather was prepared for use at the time of the 1961 Cuban missile crisis, the assassination of President Kennedy in 1963, and was on standby during the 1967 and 1968 urban riots.
Just across the Pennsylvania-Maryland state line is the Raven Rock Underground Command Center, sometimes referred to as Site-R. This site has 700,000 square feet of interior space, underneath the surface. Underground the facility contains six levels of underground offices, massive steel doors, a subterranean water reservoir, and up on the surface banks of antennas and satellite dishes. It went on line in 1954, and in the event it is needed, representatives of all military departments and the Joint Chiefs of Staff would be located here.

It contained 18 dormitories with bunk beds, a 12 bed medical clinic, self-contained power plant, water purification plant, and a "crematorium." There was a television studio with a backdrop of the United States capital on the wall where lawmakers could have addressed their constituents, had any of those constituents survived above ground to watch television. In 1995 the Greenbrier facility was opened to public tours, and I have not yet located a new facility for our lawmakers, but I'm sure there is one.
Many of the facilities constructed in the 1950's were primarily for the protection of our leaders in the event of a nuclear war. Today many of the secret military facilities not only in the United States, but in other countries as well have been required to go underground because of the many foreign satellites circling the earth that are so technically advanced that they can read a newspaper from 200 miles above the earth. Very little can remain secretive on the surface anymore. Military facilities are no longer limited exclusively to underground locations either, as the Navy has been evolving underwater locations with huge manned bases offshore for several years, of which not as much information has been forthcoming.

Several types of tunnel boring equipment sometimes referred to as TBM's have been manufactured by companies like Bechtel, the Robbins Company, and Dawn Engineering, as well as several foreign equipment manufacturers. They vary greatly in size and can be of the "gouging" type, flame cutters and nuclear, the latter being developed at Los Alamos National Laboratory in New Mexico with a United States Patent Office date of September 26, 1972
Many other facilities are known to exist, and you have the assurance of our government that with the use of our tax dollars, our government and military leaders are at least protected even if we are not, and in most cases their purpose, cost and location will be denied, or attempted to remain in secrecy.

The Soviet Union had launched the first civilian, Valentina Tereshkova (also the first woman) aboard Vostok 6 on June 16, 1963.The most probable cause was determined to be an electrical short, most likely due to a static electricity discharge. In between regularly insulting the entire List about its complete lack of any scientific bearing or approach, it would seem that it is only him, a non scientist, who truly applies the scientific method in analysing UFOs.Following up on recent posts about how science could and should study UFOs, here is what I outlined in The UFO Evidence, Vol. II (2000).I thought I had it on a floppy disc, but if so I couldn't find it. Lots and lots of companies would want to know how a UFO flies and how it's built.Why do I always have to bring everything back to money? Because that's the way America works.Try as he might, he refuses to grasp what is obvious to most. There "is" a phenomenon but it's probably in the plural and no one has a clue as to source. There's simply no starting point. But Dick wants to throw money at it.Oh, you can measure light refraction or cloud levels or where the nearest airport is or take an EM reading or even note when the dog last farted. But when you've done all that, then what? It's anomalous! That helps a lot.Worse, it could just be that his most favourite person in the whole wide world, Jacques Vallee, might even be right or at least going in the right direction. That would mean no Little Green Men for Dicky.He just can't let go of the ETH but wants it all nice and cuddly and respectable. He wants to be able to walk tall and feel that he has the weight of respected society and its institutions behind him instead of constantly ducking as yet another journalist labels those who study UFOs as nutters. He is trapped in a tunnel vision hell-hole without the intellectual capability or courage to cast his eye further a field which, by my reckoning, doesn't make him very bright. It's the ETH or nothing for him and he wants Society to bale him out. It is never going to happen.We all want the ETH Dick. US NAVY PLAN PREPARING FOR EXTRATERRESTRIALS AMONG US SECRETLY DEVELOPED IN 1998
Catherine Austin Fitts, a former Assistant Secretary of the Department of Housing and Urban Development (HUD), released a document supporting her claims that the US Navy initiated a plan in 1998 to adjust its operations for a future where extraterrestrials exist and live among us.She claims the plan was commissioned by the Undersecretary of the US Navy and was undertaken by the Arlington Institute, an NGO located near the Pentagon with many military clients, where Fitts served on the Board of Directors. The document released on her website is the official minutes of a Board of Directors meeting held at the Arlington Institute in 2000. The document confirms key elements in her version of events, especially that Arlington Institute was actively discussing plans for how to best prepare the general public for disclosing the existence of, and contact with, extraterrestrial life.
Catherine Fitts claims that in 1998 the Undersecretary of the U.S. Navy had commissioned a "high level strategic plan" to prepare the American public for an official announcement that extraterrestrials exist and live among us. She wrote:
In 1998, I was approached by John Peterson, head of the Arlington Institute, a small high quality military think tank in Washington, DC. I had gotten to know John through Global Business Network and had been impressed by his intelligence, effectiveness and compassion. John asked me to help him with a high level strategic plan Arlington was planning to undertake for the Undersecretary of the Navy. At the time I was the target of an intense smear campaign that would lead the normal person to assume that I would be in jail shortly or worse. John explained that the Navy understood that it was all politics

When John explained this purpose to me, I explained that I did not know that aliens existed and lived among us. John asked me if I would like to meet some aliens. For the only time in my life, I declined an opportunity to learn about something important.
In March 2008 I was planning to write an article about Ms Fitts claims, and began my investigation by first contacting her to elaborate or clarify her earlier recollection. Fitts said she had nothing to add to what had already been released to the public. I then contacted John Petersen, President of the Arlington Institute. He flatly denied Ms Fitts claims and offered to put me in communication with other members of the Board of Directors to get independent confirmation. In subsequent email communications with Joe Firmage, another Board member, he also denied Ms Fitts version of events, and did not recall any meetings where she was also present where the issue of extraterrestrial life was discussed. I was unsuccessful in reaching Jerry MacArthur Hultin, who served as Undersecretary of the Navy during the period mentioned by Fitts.
To varying degrees, Petersen and Firmage both claimed there was no substance to Fitts story. Petersen was especially insistent that Fitts had contrived the entire scenario. Given that two members of the Arlington Institute Board of Directors directly contradicted her version of events, and I was not able to find any other witnesses to support her claims, I decided to postpone writing an article on the incident until independent confirmation could be found.
Almost five years later, in my recently published book, Galactic Diplomacy: Getting to Yes with ET, I included the incident described by Catherine Fitts along with the denial by John Petersen and Joe Firmage. I wrote:
I have been able to confirm that Fitts served on the Board of Directors of the Arlington Institute during the period in question, and that extraterrestrial life was discussed at some of its closed door meetings as a hypothetical "wildcard event." However, Fitts' specific claim of there being a strategic plan sponsored by the U.S. Navy to prepare the public for disclosure of extraterrestrial life, or of a possible meeting an extraterrestrial, was not supported by other Board members.414 In the footnote 414, I gave some details of my communications with Petersen and Firmage. On July 4, 2013 I received a short email by Ms Fitts with a subject header referencing footnote 414 in my Galactic Diplomacy book where I elaborated on the repudiation of her claims by Arlington Institute Board members. The content of her email directed me to a new page on her Solari website which was just uploaded. She wrote:
In the spirit of Independence Day, I am publishing the minutes of the board meeting of the Arlington Institute on April 10th, 2000. I have repeatedly stated that I would do so if my description of this meeting was contradicted by any of the members.
With the publication of Galactic Diplomacy, the contradiction of her version of events by other Arlington Institute Board members was now part of the public record. Consequently, Fitts felt free to release documentation supporting her version of events - Minutes of the March 26, 1999 Board of Directors meeting. The Minutes of the meeting state:
Mr. Petersen then reported that the Institute had been approached to determine if it was interested in publishing a study by Pickford and Lindemann on the subject of life outside of the earth. After discussion, there was general agreement that publication of the study would be a good idea and would be consistent with the work otherwise being done by the Institute with respect to wild cards.
While the study mentioned by Pickford and Lindemann is not identified, here is an online account of eight alien contact scenarios they developed for a workshop on extraterrestrial contact as recalled by one of the participants:
Called the second "Contact Planning" meeting and held in Denver, Colorado, this workshop was sponsored by the International Space Sciences Organization and organized by Kyle Pickford and Michael Lindemann.... We spent one afternoon in five groups: business, religion, science, government, and media/public. Each group role-played its behavior for each of eight scenarios. Although I have read lots of literature on post-contact behavior, this was the first time that I deeply grasped just how people in each of those categories may actually behave right after contact.... What can we do now to prepare? We spent the last few hours of the meeting generating and clustering various strategic planning possibilities. A large number of these ideas clearly fit into two clusters that I find very encouraging: (a) tell the general public the truth right away and (b) prepare to communicate and negotiate with ETI in a friendly and cooperative manner, even if its behavior seems unfriendly. The minutes of the meeting confirm that the Arlington Institute was discussing extraterrestrial contact scenarios in at least one Board of Directors meeting as Fitts claimed. Importantly, the minutes confirm that the Arlington Institute was doing work for clients that involved extraterrestrial contact as a wild card issue. According to Ms Fitts, one of these clients was the US Navy.
In private email communications, Petersen confirmed that Fitts did participate in a Navy Project conducted by the Arlington Institute, and that the extraterrestrial contact issue did come up as a "wild card" future scenario event. However, he pointed out that there was no strategic plan commissioned by the US Navy to prepare the public for extraterrestrial contact as claimed by Fitts.

There remains substantial differences between Catherine Fitts and John Petersen over the extent to which the US Navy interest in extraterrestrial contact issues was part of a strategic study as Fitts claims, or simply part of ad hoc discussions as Petersen contends. Nevertheless, the official Board minutes released by Fitts does lend support to her main claim that the US Navy commissioned a project with the Arlington Institute for its expertise on wild card future scenarios involving extraterrestrial contact. It can therefore be concluded with some confidence that official efforts began in 1998 by the US Navy to prepare for a world where extraterrestrials exist and are living among the human population.
